DiNozzo teams up with his girlfriend, ATF agent Zoe Keates, to investigate the circumstances surrounding the death of a US Marine in what initially seems like a simple road accident. The team reveals the dead man did indeed die due to a broken neck sustained during a crash, but someone shot at him first. As DiNozzo and Keates pursue their inquiry, they discover the victim's death is connected to a controversial ATF plan to place traceable firearms in the criminal system, and then follow them to the heads of crime organisations.
