Peter's plans to form an anti-immigration group are quickly put on hold when he discovers he was born in Mexico. Unable to prove his US citizenship, pass the naturalisation test or convince investigators his marriage to Lois is legitimate, he is forced to work for Carter as a gardener, and becomes a campaigner for immigration rights.
